Description: The French government has assisted the Botswana Police in human resource development, mainly through training courses to the Rapid Intervention Unit in hijacking, hostage negotiations and enhancing their techniques and tactics for managing violence situations by dangerous criminals.

Under the Governance portfolio, the evaluation found that:
– With hindsight DFIDs aim to reform the police and judiciary when the new NARC Government came to power was unrealistic.
– Under GJLOS Programme, DFID supported the programme to training for the Kenya Administration Police, but found the overall outcome disappointing.

Development Aid 2007 International Policing Guidelines.
Description: “The ´Peace Support Operations: Information and guidance for UK police
personnel´. The Guidelines are intended to be a living reference work that will be updated annually in the light of lessons learned and experience gained. It will also be used as the framework for the FCO´s future pre–deployment training. In addition to explaining why the UK makes a contribution to PSOs, the Guidelines outline, among other things, international policing principles, the legal context in which such missions operate, the kinds of tasks UK officers might perform, and the standards of behaviour expected of them. There is nothing similar available either nationally or internationally. Development Aid 2006 Europe Developing an EU Strategy for Security Sector Reform
Description: "In the coming years Security Sector Reform (SSR) looks set to become an essential component in the delivery of the EUs defence, security, development, crisis management and conflict prevention policies. As a global actor the EU now needs to develop an effective, overarching and comprehensive SSR strategy that would enable it to address current security challenges as a prerequisite for achieving the Millennium Development Goals. An inter–institutional task force comprising independent SSR experts could then draft the final document for adoption by the Council before 2007".

"There are numerous definitions of SSR, but broadly speaking, it is a reform process applied in countries whose development is hampered by structural weaknesses in their security and justice sectors and often exacerbated by a lack of democratic oversight." Extract from article

Description: The United Nations Police is an advisory body with an objective to strengthen the capacity of the Sierra Leone Police (SLP) through:

–Training in basic police skills, airport security, child trafficking, intelligence gathering, border policing, cross border terrorism, and management skills.
–Site–specific mentoring covering suspect handling, patrols, three–shift system, maintenance of records and registers, investigations, maintenance of police lock ups and exhibit stores.
–Technical advice regarding police procedures, legal provisions, organizational mechanisms, and policy documents.
–Review of offices, barrack space and logistics.

Development Aid --- UNDP and the Government of the Netherlands: Support to the Police of Mozambique Phase III
Description: The aim of the project is to improve the effectiveness of the Police of Mozambique in furtherance of the Strategic Plan 2004–2007. It supports management and organizational development, personnel and training, and improving the image of the police. The expected results are:
–Improved effectiveness of the police to maintain law and order
–Security and safety in accordance with current laws
–Policing in conformity with freedoms and human rights norms in a multiparty democracy.

Development Aid 2006 Prioritising Safety, Security and Conflict Prevention in Kenya: Submission on the EU Country Strategy Paper for Kenya.
Description: "The democratic provision of safety and security and the prevention of violenct conflict are crucial to good governance and to long–term development and poverty reduction in Kenya. The Government of Kenya (GoK) and Kenyan civil society have recognized this and have placed safety and security issues high on Kenyas development agenda, as is reflected in the Economic Recovery Strategy and a number of important recent GoK initiatives. IN line with this, and with the EUs ownpolicy commitments, the EC should ensure that safety, security and conflict prevention issues are a high priority in the new CSP".

Description: CHRIs mandate is to promote awareness of and adherence to the Harare Principles, the Universal Declaration of Human Rights and other internationally recognised human rights instruments and declarations made by the Commonwealth Heads of Governments as well as domestic instruments supporting human rights in the Commonwealth.

Description: "The Global Facilitation Network for Security Sector Reform (GFN–SSR) works to build and facilitate networks of policy–makers, practitioners and civil society organisations involved in SSR. Security is a core aspect of the vulnerability of the poor. SSR aims to develop a secure environment based on development, rule of law, good governance and local ownership of security actors. GFN–SSR promotes these objectives by working with local actors through networks, capacity building and information sharing".
